Evan I've been tested for months and not tested positive I'm having symptoms that are similar to hiv/Aids I've been tested for cancer and I've been told I don't have canxer

It would depend on why. If your already in care, they do them routinely. They reason they want to do an HIV test is because you won't have a viral load without an HIV diagnosis.
